How much experience does the technician have?
Certification requires minimal experience. Training in the state Florida is very short and limited, most experience is gathered outside of a classroom environment.
Is the technician licensed as a tattoo artist?
Certification is not the same as being licensed in the state of Florida. A cosmetology license is not sufficient for permanent make-up. Permanent make-up is tattooing and must be licensed as such. Blood is involved. It is not like having your hair or nails done. The artist must be trained and certified in bio-hazardous waste control and bloodborne pathogens.
Is the technician working out of a licensed tattoo facility?
This does not mean it must be "tattoo parlor” but the establishment must be licensed and thoroughly inspected by the same entity of the State of Florida Health Department as tattooing is. There must be a tattoo license for the facility in addition to the artist tattoo license.
Is the technician an artist?
Look at pictures of her or his work. You will wear these tattoos on your face for a very long time. There is no measure for skill-level involved with being licensed and certified. A permanent makeup technician can be certified and licensed and not be able to draw a straight line or a decent eyebrow.
If you are satisfied that you are working with an experienced and competent artist, that is legitimately licensed by the state, now it is time to consider price.
